Dêli-píi Fêqê (/ˈdɘli/ /p˔i/ [sick; ill; unwell] [mirror]) is a temperate Small Town located in the Bèmîgêthaki Zone of the Union of Engineers.
The name Dêli-píi Fêqê is derived from the Iron Elvish language, as Dêli-píi Fêqê was founded by Tshelê Tshê, who was culturaly Iron Elven.
Climate
Dêli-píi Fêqê has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 25°C (77°F). Dêli-píi Fêqê receives an average of 254 cm/y (99 in/y) of precipitation, most of which comes in the form of rain during the summer. Dêli-píi Fêqê covers an area of nearly 4 km2 (1 mi2), and an average elevation of 3986 m (13077 ft) above sea level.
Overview
Dêli-píi Fêqê was founded durring the late 15th century in summer of the year 1374, by Tshelê Tshê. The establishment of Dêli-píi Fêqê was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Tshelê Tshê struck deals with nearby nations and communities to establish Dêli-píi Fêqê as a prison colony.
Dêli-píi Fêqê was built using the conventions of Iron Elven durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Dêli-píi Fêqê is no diffrent. The town's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.
Dêli-píi Fêqê is buildings are speckled and packed arround broad flagstone streets with seemingly no patern to them. It appears as if the town's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a town. The town is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. The exceptionaly well made fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Dêli-píi Fêqê has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Dêli-píi Fêqê’s streets. Yet, deep down, you know this atmosphere is a carefully created illusion. You can see the ocasional seam in their tapestry. You’re not sure what has them doing their best to act so carefree, but act carefree they do.
Civic Infrastructure

Dêli-píi Fêqê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Dêli-píi Fêqê's public wards, blessings, and other arcane systems.
Dêli-píi Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Dêli-píi Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Dêli-píi Fêqê's mayor's house was built using a different architectural style from the rest of the town. The style used has a sleek, linear appearance with stylized, often geometric ornamentation. The primary facade of its buildings often featured a series of set backs that create a stepped outline. Low-relief decorative panels can be found at entrances, around windows, along roof edges or as string courses. It was best known for its use of smooth finish building materials such as stucco, concrete block, glazed brick or mosaic tile. Decorative details can incorporate various artistic or exotic motifs to suit the building's function or the architect's whim. Chevrons, zigzags, and other geometrical motifs are common forms of ornament.

The Raven near Dêli-píi Fêqê are known to be almost tame, such that they can be put to domestic use.
Dêli-píi Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves gestures to channel Charm energies of tier 2 via guttural bellowing.

In time immemorial, reportedly some time during the early 2nd century the Kami blessed the town with wealth for a year and a day. One of Dêli-píi Fêqê's local festivals commemorates this miracle.
